Female Dog Attacks Male Dog For No Reason?

Question

We have had them both since they were little puppies, We got the male first, and a few months later, we bought the female. Yes, they are related, (both have same father). They never had any problem with each other when they were younger, always were playful towards each other, now almost everyday, our female dog, will attack the male for no apparent reason. We're thinking it could be an act of jealousy, but were not quite sure. Any suggestions? 
Both are basset hounds.
The male is neutered
And the female is also fixed.

It just happened again like 5 minutes ago, and it's getting really worse, and from what I saw, the female is the one going after the male.

There is a reason she's doing it, you just don't see it.  Dog's signals are very subtle.  Is she the alpha dog? If so, you need to be alpha, not her.  Sounds like she's putting the male in his place.
