Why won't a pigeon roost? I've set her on a dowel and she pops off; prefers to stay on the floor. Howzit?
Her feet appear fine. Have had her for 2 weeks and no change.

Pigeons HATE round perches. They are originally cliff nesters and prefer a flat surface. Dump those dowels and get her a shelf perch instead and she will be very very happy. (I've raised pigeons over 40 years and know this one well)

The perch might be the wrong size. If a bird has to stand or grip on one surface for too long it makes their feet hurt (just like if you had to stand on a hard concrete floor all day, eventually your feet would hurt too). A bunch of different perches of different sizes, and textures is ideal.
If you have different sizes, and she still prefers the floor it would be a good idea to have a vet do a thorough check of her feet, wings and basically all over. Just because you don't see anything with her feet doesn't mean there's not an issue, just that it's not something very noticeable. She could also be sick. Sick birds usually tend to spend more time on the floor of the cage than perching.
