The Seven Master Spirits are the full representation of the Infinite Spirit to the evolutionary universes. They represent the Third Source and Center in the relationships of energy, mind, and spirit. While they function as the co-ordinating heads of the universal administrative control of the Conjoint Actor, do not forget that they have their origin in the creative acts of the Paradise Deities. Most scholars think that the number 7 is used symbolically in that passage to denote completeness. 7 is often used that way in the Bible. It's like 7 is God's number while 6 is man's number because while people are created in God's image they fall short of divinity.

Isaiah 11:2 The Spirit of the LORD shall rest upon Him, The Spirit of wisdom and understanding, The Spirit of counsel and might, The Spirit of knowledge and of the fear of the LORD.

The term seven Spirits of God, also called the Sevenfold Spirit of God is an Old Testament construction of the Holy Spirit. The scriptures do not give a seven virtue list; this is a list of six; but in the New Testament, it is also called the Spirit of Truth, which then would be the seventh.

1 — the Spirit of the Lord;

2 — the Spirit of wisdom;

3 — the Spirit of understanding;

4 — the Spirit of counsel;

5 — the Spirit of might;

6 — the Spirit of knowledge;

7 — and the Spirit of the fear of the LORD.

I believe it speaks of 7 specific Angels who minister before God.
