"I am looking forward to seeing you again"
or
I look forward to seeing you again"
are the correct forms in British and US English.

I am looking forward to seeing you again is correct.
American english and British english are both generally the same. Some words are pronounced and spelled differently, but usually its all the same.

The second one is right, the first one is wrong whether it's British or American English.

Assuming you're trying to convey your excitement about the next time you get together with this person, then the 2nd version is correct, "I am looking forward to seeing you again."
The first version, "I am looking forward to see you again" is grammatically incorrect, unless you are trying to literally describe the process of looking straight ahead to view a person. I assume that's not your intention! :)
So, go with your second option.

The second, I am looking forward to be seeing you again.

The second one because see is not the correct verb form. See requires a helping verb, and in this case, you would never use see.
