This is a very good question. I could list FIVE, TEN, it doesn't matter. The fact is that there is NO ONE who would go undefeated in a series of fights. Here is my list
ROBERTO DURAN
HENRY ARMSTRONG
PERNELL WHITAKER
JULIO CAESAR CHAVEZ
AARON PRYOR
BENNY LEONARD
MANNY PACQUIAO
FLOYD MAYWEATHER
I listed 8 for a good reason. I also excluded Alexis Arguello, a very Popular champion, for good reason.
Duran is first because he would lose fewer fights in a series of battles against the others on this list of 8. I believe Whitaker was at his absolute best at 135. He is also everything Benny Leonard was but better. For a long time, many of the old-timers believed Benny Leonard was the best. Most of those people are dead now and the rest, the majority of them, would put Duran ahead of him. I believe Whitaker would take a close decision over Duran. He was near impossible to hit cleanly at 135.
Henry Armstrong was a Monster. The only reason I place Duran ahead of him at 135 is because he accomplished more and Armstrong's swarming style would play right into Duran's hands. The fight would boil down to who can take the most punishment. Armstrong is Every Bit as tough as Duran. The difference is that he swells easier. Duren takes a unanimous decision or stops him late. Armstrong beats everyone else.
Pernell Whitaker is thrid only because Duran accomplished more at 135. Pernell could keep ahead of Armstrong and take a decision. OR he could be pressured by a fighter who would apply MORE pressure than Duran would. Armstrong's hands are faster. Duran throws sharper punches. Armstrong might be a bit busier than Whitaker bargins for.
I HAVE to have Chavez high on the list. He CLEARLY LOST to Whitaker and might well lose to Pryor the same way. However, None of the fighters on this list can Hurt him. Duran has to rely on his superior boxing ability to take a close one as he could not seriously hurt Chavez. ............Pryor makes a few mistakes during a fight. Chavez could capitalize on them and win on points. Aaron could out-box him but Chavez would turn it into a brawl.
Aaron was actually more active at 140 because no one at 135 would fight him. He loses a close one to Duran here but beats him in any other division. It's either way with Chavez. I think Pryor would simply be Too Busy for Benny Leonard. His style was perfect FOR HIS TIME. These new guys would figure him out.
Benny Leonard just doesn't have the fire power to keep Duran or Chavez off him. He is also simply not fast enough to pin Whitaker, who would force Benny to take the uncomfortable role of aggressor.
Both Pacquiao and Mayweather could give anyone on this list a handfull. I think Pacquaio runs into trouble against guys who can "out tough" him. Duran scores a knockdown to take decision. Chavez takes the fight inside and comes up just ahead. ...............
I don't think a slick boxer would have an easy time beating Pacquao. Pernell would have his hands full but squeek out a decision. It remains to be seen just how effective Pacquiao will be at 135.
Mayweather has the "tools" to trouble anyone. It would take a much stronger fighter, who can land harder punches, while taking Floyd's. Sounds a bit like Pac-Man. He would have to TAKE Floyd out of his game. Chavez, Pryor and Duran could pull it off.
Alexis Arguello is excluded on this list. He's VERY Popular but he also possesses a few weaknesses that ALL on this list would have little trouble exploiting.
Duran would slip a few to do a lot of damage to the body. Arguello would be surprised at how difficult it is to hit Duran. Duran stops him in 13. We saw what Pryor did to him. Mayweather does similar but not as much damage. Arguello's defense is just too shakey.
If his best punches didn't budge Pryor they Certainly would not move Chavez who takes a TKO in 12. For all his power Arguello will NOT hit Whitaker cleanly. Fast Hands is what has always troubled Arguello. All on this list, except Chavez can out punch Arguello for speed. Chavez would simply ware him down.
Benny Leonard is smart enough to stay away from Arguello and take a decision.

Shane Mosely was an absolute killer at 135, only one guy heard the final bell with him.
