Do the silver fangs really have silver teeth? Because I thought the garou were all allergic to silver, but I swear I saw in the book that they had silver teeth. I'd check it myself but the storyteller went home and took the book with her.
Also, all the old world of darkness games are set in the same universe right? So in theory I could make a garou NPC in my game of changeling, right? So do garou see the fae seeming or the mortal seeming? And how do garou treat changelings?

No, not really. Their name is mostly flavor. There was a Gift that granted silver claws, but that's available to most Ahrouns.
