The mayor, as he says, is just an elected official and can't make decisions by himself lol. The mayor actually has top rank but it does seem to be Jack who pulls all of the strings in the town.
The mayor is like a school principal and Jack is the prom king. The mayor is in charge, but Jack is more liked by the people of the town.

The mayor runs the town, but he's rather incompetent most of the time.
Jack Skellington is highly admired by the other citizens of Halloweentown for his dedication, creativity, and wit, and he automatically falls into the role of a leader, though he's not formally given the title. He reminds me of Gatsby from "The Great Gatsby" for some reason...
