A wireless network meter measures the broadcasting signal strength of the wireless transmitter. The closer you get to the wireless transmitter (router; access point), the stronger the signal.

It doesn't measure the up or down speed or the internet traffic. There are other tools for measuring those rates.

And the only tool for speeding up your downloads or the internet is a time machine. The internet will actually continue to get slower for at least a few years, until some VERY expensive work is done. (You can expect to average 600-800kbps on downloads, regardless of the speed you're buying. But if you have a 2mbps connection you can do 2 800kbps downloads at the same time. Once in a while you'll do better, once in a while a download will time out [0bps].)
