The most popular explanation is that the difference between innies and outies is due to where the umbilical cord is cut and that extra skin left from the umbilical cord may cause the protrusion of an outie. But it's really mostly random, as the umbilical cord is always clamped well away from the navel and doesn't usually affect innie or outie status. The shape of the belly button a person ends up with, however, is determined by how the umbilical cord was attached, not where it was cut.

An "outie" is caused by umbilical hernia.
Umbilical hernia is a congenital malformation that babies are prone to during fetal development during the process by which the abdominal organs form outside the abdominal cavity, then later return into the abdomen through an opening which will become the umbilicus (the navel).
A child with an umbilical hernia will not necessarily develop an outie. It appears to occur more frequently in boys.

Whether you sport an “innie” or “outtie” is determined at infancy. “Before birth, the umbilical cord is attached to the baby,” says plastic surgeon Dr. Bruce Nadler of New York. “After the baby is born, the cord shrivels up and you get an innie. If the cord has an extra blood supply, it stays alive and heals itself over the stomach to create an outtie.” Though innies are more common, there are no medical benefits or probs with either. But, believe it or not, there’s a cosmetic procedure to make your outtie an innie.

ITS GENETIC not how the umbilical cord is cut! it drops off! the doctor cuts it halfway up not anywere near the actual belly button stop with all this 'its the way its cut' stuff doctors arent hairdressers or stylists!

It actually has nothing to do with the cutting of the cord.... it's programmed cell death. It is all genetic.
