as it's in the tv entertainment catergory then the answer is the doctor the sun reflected of his glasses and set fire to nero's plan for then new rome he had planned when he saw the flame he hadit spread throughout rome .this was in the 1965 story the romans.if you mean who really started it then i haven't a clue.
