The earliest I saw something like a tooltip was on Hypercard on a macintosh, probably around 1985.
I expect there was something earlier though.
It was not something you could claim was 'invented' by the Hypercard writers. It was just a capability in Hypercard to respond to mouseovers and so you could build tooltips into your cards with a bit of scripting. Many did.
