If you are from Manila, Tagaytay is closer. You can drive down to Nasugbu and Calatagan beaches if you have enough time. Just 30 mins down the hills.

Baguio is far but there are more places to go. The temperature is colder than Tagaytay. Driving up and down the mountains is one of a kind too. You can also have an option to drive down La Union's famoust beaches. One hour drive.

Tagaytay because it's very cold there and there is a fresh air and you can feeling a relax and there is a tourist spots like The Palace in the Sky ,Picnic Grove and Taal Volcano there's a lots of pasalubong like Buko Pie or Coconut Pie,espasol and a lot more and I'll hope you and your parents can feeling to enjoy it there

But off the cuff I'd say Batangas (Tagaytay) is the better of the two.
