the artist and song on the dr. who series 2 - last episode (13) on the confidential "cut down" ?

this isn't the musical score for last episode (Doomsday) - it is the song being  played in the "confidential" (disc 6 of the DVD episode 2)  as backdrop while Russell Davies is explaining Dr. Who and Rose Tyler's need for separation as the 2 characters face each other on the beach.  Part of the lyrics say "the cleansing of our souls"  and also "the letter I write to you"  Is this music by Rob Gold ? (the musical writer for the show and sung by Neil (Hanson?)?  Or is it a separate musical artists the producers have used as backdrop for all the scenes they discuss throughout "confidential?"  I've had no luck in searching though possibly the Orbitors?  HELP!!!

extremely the perfect tale of this series, Catherine Tate proved she will do proper performing too.
