USA to Canada....?

My friend visited me in Pennsylvania,after a while she relized that she likes it over here and she wanna stay and she wanna work here-her 3month tourist visa is almost up.Here my question-can she drive with the car to Canada and stay for a while and then drive back to the states to get another 3 month tourist visa???? She is from germany and it would be cheaper to drive to Canada before she book a flight back to germany.

To a point, yes. After some amount of maximum stay and return, she would be stopped. Also, she can't work on a tourist visa.
