TV uses two separate frequencies for their transmission, one carries the video signal, one carries the audio signal.

Believe it or not, it is possible to block or jam one signal or the other but let the remaining one go through, because they are on separate frequencies. This is why sometimes you may see an image but the sound is garbled, or the picture may be static but yet you can hear the sound perfectly clearly.

Ultimately, a TV is a radio that picks up two radio stations simultaneously. It just converts one signal in a signal pair into an image instead of outputting it as sound.

I think TV transmission can not be done by FM. There is a reason for it. The video signal bandwidth is very high in the range of 5 Mhs. When you modulate this signal with a carrier wave there are so many important parameters to be taken into consideration. I can not remember it but I think there is some calculation by which the spread of the FM deviation makes it difficult to transmit it by FM. However in TV transmission today the sound is modulated by FM. When you down convert the TV signal you get an FM carrier which has to be demodulated to get the sound.
