I can think of a few ideas where to start. why not an IQ/aptitude test, and anyone who scores low, gets to be the last of their blood line!

Unfortunately it may come to that unless like one of the previous answers stated, that we may take care of that by wiping ourselves out. For years Sally Struthers and others have been telling us to send our $$$$$$$'s to India and Africa to save the children. Unfortunately most of that money seems to end up in the pockets of the rich controllers of those countries.
