How to convert a search engine to comply with open search.?

I have been asked to do this, I am working on a linux platform and must use RSS, PHP and MySQL. Please help as I have absolutely no idea how to go about doing this. cheers.

    What does "comply with open search" mean? Comply how?

    What does RSS have to do with any of this?

    Is the "search" a feature of the PHP application/code?

    Is the search going directly against the MySQL database?
