Why put people a flag, bag, etc out of the window when they have a car break down?
I saw cars that had probably a break and prked the car at the shoulder. They put a white bag or paper out of the window. I think this is a message/signal, but what does it mean?
@travis - even if noone is around. Means the car is empty. If noone is there i can not help, or?

If you have any doubt about a abandoned car then report it. Otherwise do nothing. You may mean well but if the owner sees you working on it (s)he may react and call the higway patrol.
