Are you serious??? The Roman Empire existed over a thousand years ago, there was nothing to turn on, let alone off. Seen any Roman light switches lately, electricity wasn't harnessed till a few hundred years ago.

Why the hell would you need a zero to turn anything off? About the only thing the Romans had to turn off was the aqueduct, and they sure didn't need a zero to do that.

They didn't, they were always turned on, which is why they were too busy getting it on to defend their borders from invading barbarians and why there is no more Roman Empire today.
