In my opinion all the Indian actors are talented.

The difference will be in the way that the actor uses his talent.

Talent wise, I think it's the Bengali language film industry beat everyone because they mostly make art films. Anyway... I do mostly watch Bollywood movies and few Telugu/Tamil movies. I would chose Bollywood among your given option as Bollywood has more original screenplay than weird action sequence in Telugu or Tamil movies. I must agree that Tamil/Telugu movies have better story-line but their weird punches and shaking cameras take away all the fun. I do wonder why people like such scenes.

I like Sharukh Khan, of course...Salman Khna has gotten better( kyon ki...didn't like it but he was good)...And of course, the man himself, Amitabh Bachchan. His son ain't bad either...Oh yeah, Akshay Kumar...I can't choose...Love em all...but SRK is my favorite...I know I have missed a few...
