Germany has tons of great hostels, but Im sure they are mostly all booked already. And hostels and hotels alike are all doubling their prices, at least doubling, for the World Cup. You should definitely try to sleep in a Park. There are nice Parks you can sleep in all over Berlin, for example, and as long as its not raining, the summer temperatures should allow you to sleep relatively comfortably. Just get really drunk on that cheap, delicious German beer, and you'll pass out on the lawn no problem.
