What is more important Union or Liberty?

I ask this question because it is perhaps the most critical of political/personal questions one could ever answer?

Is it better to be united and a slave or divided and free?

Is life about your individual choices or is it about the choices of those you are united with?

To our founders as the declaration of independents and numerous quotations make clear liberty is far more important a thing then union(thus government) which they saw as only a necessary evil needed for the preservation of that liberty from the deprecation of others.

If we are not numerous enough we are not strong enough to defend our liberty from the usurpation of foreigners, such as the British empire then and countless other powers today. To that end they saw things as a balance between security and liberty, a balance in which they heavily favored liberty.

But the basic question is could they have made a constitutional contract that forbade secession(disunion)?

Such an assertion that they could would also seem to be in utter contradiction with the wordings and printable they inscribed in the declaration of independents. You see the British empire then claimed secession was illegal too.

To top it off the United States Constitution makes no mention of denying the right of secession, nor does it establish any congressional procedure or power to deny secession. Therefore, by the exact wordings of the 10th amendments it must be regarded as a unilateral right of the people and their states, much as Lincoln himself said himself in 1848, just 13 years before he did a 180 upon becoming president.

The question here is not on the legitimately of the War Between the States but on the printable, what’s more important Union or liberty?

Is there any official police procedure in the event of a military invasion by a foreign Army?

There is a game out called World in Conflict out(has been for a few years) in the trailer it features the opening seen of a Soviet invasion of the United States landing in Seattle, Washington initially discovered by local police.

Is there really any official police procedure or code for or in the event of a military invasion in any State? Would the police at all be involved in the civil defense in anyway?

I know the Chinese regard their police force as kind of part of their army.

To expand the question I don’t mean just an invasion by the Soviet Union or really even a Foreign Government but any military invasion. Say for example the Mexican drug cartel bought a portion of the Mexican army and used it to punch thou the U.S. border and overrun an American Town, what do the local police do when confronted with such?
