I know wikipedia states he is a fictional dinosaur but on a logical level, isn't he more of a dragon?

His attributes fall under both species but there are traits that hint otherwise. He is able to spit fire and fly at times. And he can jump 50 feet in the air, and as he jumps he wiggles his feet and small hands as if he were ascending into flight. So the fact that he is a baby and doesn't have wings proves that he cannot fly, but the evidence is there that he is able. Logically speaking is he more of a dragon or a dinosaur?
