My daughter's 15 year old son got in some trouble and was sentenced to 6 months in jail. 3 weeks before he was to be released he was found hanging in his room. The State of Arizona says it was a suicide, but we don't believe them. Is there anything we can do?

Landlord leases a house for one year. He requires 1st and last mo. rent. Tenant moves in the night of the first month. Landlords belongings are still in the house. The yard and garage are filled with old auto parts,appliances and junk. The house is filthy and stinky beyond belief. Landlord is called and says he'll be over the next day. He removes "some" of his belongings. Says he'll be back and he'll send maids over. Maids arrive 3 days later after many heated phone calls but he will only pay for 3 hours. Tenant finds no appliances work. Sinks leak. Ceiling leaks. Loft put in with no building permit and falling ect. Tenant sends required letter to landlord. He refuses to fix anything or get his belongings. City code enforcement issues citation. He still refuses and tells the enforcement officer "he intends to move back in". City is forced to shut house up until the needed repairs are done. Tenant must find new housing. FRAUD OR JUST A BAD LANDLORD?
