BP finally got a permanent cap on the blown oil well that seems to be working and now Obama wants to remove the cap to pipe the oil to the surface. Why would they want to reopen the cap and risk even more oil being spilled into the Gulf of Mexico as opposed to drilling a new well or relief wells?

Let's say that Montana decided to pass an immigration reform bill similar to that of Arizona's SB 1070. Would you consider that to be racist against Canadians?
