Who prioritizes on expenses at that point? Do Cabinet heads have authority to do that? Or, does Obama declare a national emergency and then all of his powers start? If that happens, under these emergency powers everything goes through Obama.

I upgraded to Windows 8 64 bit on my new laptop. I downloaded and saved DAP 10. Then when I tried to install it it took FOREVER, and never finished. One reason is because it has too many add ons. Another is because it has compatibility problems with my current IE10 browser.

When I watch or download clips, it's ok. If I log in and try to post comments or look at my channel, You Tube keeps blocking me. The window says use your real name so all of your Google content is tied together. Is there any way to avoid this (short of deleting the channel) and going elsewhere (ex. Dailymotion)?

Is there a You Tube section that I can email and have them do it if I tell them the channel names? Or, do I have to do it all myself?

I have a You Tube channel and they say my channel is monetized. I just want to make sure that any potential checks go to the right place.

Just heard about Bin Laden getting killed. The govt.'s saying that the body was buried at seas because that's the "custom" (burial within 24 hours after death).

In many Arabic cultures, is that true? I thought the opposite was true. If someone dies, you have a funeral and show a picture of them or in some way show respect so they don't lose face.

Can someone answer this for me? I'm not trying to be rude here. I'm not a Muslim and I'd genuinely trying to be respectful and understand what's correct. I know that there are lots of interpretations of the Koran. Also, I don't really trust the government these days.

I have a Toshiba laptop and XP is my OS. I have IE8 and Firefox as my browsers. I also have the latest version of Flash as well. Now, I'm getting this error message:

"Adobe Flash player Security error #2000. No active security context".

What does this mean? Is this an error only in Flash? Or, is it from running Firefox? How do I fix this? Also, if you have a older version of Flash (Macromedia Flash 8.0) and it's on your add/delete section, how come when you do a search on your hard drive it doesn't show up? Very confusing.

I have lots of clips on You Tube on various channels. Now, I'm getting Google Ad sense ads messages for some of my clips. The You Tube TOS page says all of the content must be yours and it can't be someone else's edited together. Both of my clips are covered under "fair use" content.

Does this mean that I can applyto get Ad Sense ads (and a cut of the revenue)? Will these clips get deleted if I submit them? I've tried contacting Google several ways, but never got answers to my questions.

(1) If you don't have an actual disability that can be proven and you file for SSI, is that illegal?

(2) Is that fraud?

(3) If someone pressures you to file a false SSI claim in exchange for money (and you're not a govt. employee), is this illegal? If yes, what are the penalities?

I know that someone bribes a govt. employee for "govt. services", that's illegal.
