So today marks first Congressional Medal of Honor award President Obama has awarded a service member. In comparison, Bush awarded his first Congressional Medal of Honor on July 16th of his first term.

Just to put this in context, some have claimed Obama has kept this country safe longer than Bush. So following the same logic I pose this question.
